Dholera Works Record

Eleven Dholera contracts and land awards are on the public record with a named winner, and six more tenders are open and not yet awarded. Seven of the eleven carry a disclosed value, adding to Rs. 344.50 crore. Not one of the seventeen has a completion date published anywhere, which is the single largest hole in this lane. Figures below are from the DICDL annual report for FY2024-25, signed 2025-08-22.

Award value is the figure the source prints. For six of the works contracts the annual report calls it a total project cost rather than a contract price, and that distinction is preserved on each contract sheet. Two rows are land awarded by e-auction, where the rupee figure is the winner's own stated investment and not money paid by DICDL, so the value column is deliberately blank. What slipped

Nobody publishes a due date, so nobody can be late on the record

The most useful fact in a contract register is the gap between the date work was promised and the date it arrived. For Dholera that gap cannot be computed from any published source. The DICDL annual report gives an award date and a construction start date for six works contracts and never gives a contract duration, a scheduled completion date or a percentage complete. The one completion period in the whole dataset, 545 days, sits on the single trade-press record whose award date is itself unknown.

What can be measured is mobilisation: how long a winner took to get on site after the award. Across the six contracts where both dates are printed, that ran from 28 days to 105 days. The delivery schedule sets out all six, with the open ended part of each bar drawn as hatch because there is nothing to draw it against.

The money behind the works

What DICDL itself reports

The company that lets these contracts is a joint venture of the Government of Gujarat, holding 51 percent through DSIRDA, and the Government of India, holding 49 percent through NICDIT. In FY2024-25 it reported revenue from operations of Rs. 10,613.82 lakh and a profit after tax of Rs. 5,152.72 lakh, against a loss of Rs. 4,413.69 lakh the year before. Project expense incurred in the year was Rs. 22,795.09 lakh.

Those figures come from the audited financial statements and are kept strictly separate from the contract rows above, because they are a different kind of number from a different table. The finance sheets carry all of them with page references.

How to read this register

Three rules the site follows

  • Every figure names its page. A number with no document and no page number does not go on the site. Where a source prints something ambiguous, the ambiguity is printed too.
  • A gap is published as a gap. Seventeen declared holes in the contract data and eleven in the financial data are listed on the method sheet rather than smoothed over. Blank cells stay blank.
  • OFFICIAL and REPORTED are not the same word. Ten awards come from a signed statutory report. One, the Service Area Building, appears only in trade press and is flagged on every screen where it appears.

Contracts are also grouped by the firm that won them on the contractors sheet, and the two live disputes, one terminated contract and one contract facing five contractor claims, are set out on the disputes sheet.
