When DICDL hands a building job to a contractor, it also appoints a second, separate firm to watch the contractor on its behalf. That second firm is the project management consultant. Tender notices shorten it to PMC and then never explain it, which is why this page exists. The consultant builds nothing. It checks the drawings, measures what has actually been put in place on site, and signs the paperwork before the contractor can be paid.
Two firms hold that job across the Dholera buildings. The annual report names a consultant against five of the eleven awards on this register and says nothing at all about the other six. It never publishes what either firm is paid. A sixth consultant appointment was out to tender when this register was last checked.

What the letters PMC mean on a tender notice
What a project management consultant actually does
The client, here DICDL, is a company with a small staff and a city to build. It does not have an engineer standing on every slab. So it pays a consultancy to stand there instead. On a normal Indian public works job that firm reviews the contractor's drawings before anything is poured, keeps the quality register, takes the joint measurements that the contractor's bill is based on, and certifies each bill before the client releases money against it.
The important part for anyone reading a contract value is the last one. A contractor does not simply invoice whatever it likes. Somebody else has to agree, in writing, that the work in the invoice exists. That is the consultant's signature, and it is why the consultant is named in the annual report at all.
Two cautions, because this page will not overstate what the source says. The report names the consultant and nothing more. It does not print the scope of the appointment, the duration, or the fee, so the description above is what the role means in Indian public works generally and not a quotation from any Dholera document. Where this page states a Dholera fact, it names the page it came from.

M/s TPF Engineering Pvt Ltd. is named against four of these five, covering Rs. 92.30 crore of printed project cost. That total is a sum of the four figures in the table above and is marked DERIVED for that reason. M/s Hites is named against the healthcare facility alone, which at Rs. 133.68 crore is the largest single building on the register. Both names are reproduced exactly as the report spells them, including the M/s prefix, and neither firm has been matched to any company register.
The six awards with nobody named
Five awards carry a consultant. The other six do not, and the reasons are not the same, so they are set out one by one rather than lumped together as missing data. Two of them are land sales where a consultant would not be expected at all.

The appointment that was out to tender
A sixth consultant was being appointed
The DICDL tender page carried a notice inviting firms to apply for the role of project management consultant for the service area buildings and other miscellaneous projects. When this register last read that page, on 2026-08-04, the notice was open and the last date for submitting a bid was 2026-08-06. Bids go through nProcure, the Gujarat state procurement portal, at dicdltender.nprocure.com.
Two things the notice does not say. It gives no estimated value, so nobody outside can tell what the appointment is worth. It also gives no tender reference number that would let an outsider tie this notice to whatever award eventually comes out of it. That is not unique to this notice. It is true of every tender and every award on this register, and it is the single largest hole in the Dholera contract record.
The closing date above is the date printed on the notice. This register does not claim to know what happened after it, because no result has been published. If and when an award appears in an annual report, it will be added as a row with its own source line. The other five notices that were open on the same day are listed on the open tenders sheet.

What this page cannot tell you
Three holes, printed rather than filled
No fee is published for either consultant. Neither annual report puts a rupee figure against M/s Hites or M/s TPF Engineering, and the accounts do not break consultancy out as a separate expense line, so it cannot be recovered from the profit and loss statement either. Nothing on this page estimates it.
No appointment date is published. The report names the consultant for a project but never says when that firm was appointed or how long the appointment runs, so a consultant cannot be placed on a timeline the way a contractor can on the dates sheet.
No performance information is published. Because no Dholera contract has a scheduled completion date in any source, there is no measure of whether supervised work is running to time, and therefore nothing that could fairly be said about how any consultant is doing. The reasoning behind that is set out on the dates sheet and every gap in the data is listed on the method sheet.
