Why none of these can be tracked to an award
The awarded-tender trail is broken at the portal, not at the source
DICDL procures through Gujarat's nProcure system rather than the central public procurement portal. Two attempts to read the awarded tender feed returned nothing: the query for DICDL as client returned zero records, and so did the query for every client on the system. Because the all-clients query also came back empty, the correct reading is that the capture failed, not that no tenders have been awarded. That is why this site does not claim a complete award history.
Live portal access failed as well. Two nProcure hosts refused the connection and a third failed certificate validation. The awarded tender search on the central portal exists but runs on a form post that could not be queried without a browser session, and DICDL does not publish there in any case.
The practical result is that the eleven awards in this register come from a signed annual report and one trade article, not from a procurement feed. Anything awarded and not mentioned in those documents is missing here, and that limit is stated on the method sheet rather than hidden.
